Back Story:
Payne was a privileged child, and grew up in the underwater empire of Aquapolis, spoiled by her parents and given everything she wanted. Her parents traveled frequently to the above water world, where Aquapolis got many of its building supplies and, sometimes taking her with them. When Payne was thirteen, she developed crippling Schizophrenia. Killing one of the house maids then attempting to kill herself, she was placed in a hospital, and then a mental health facility, as she was a danger to herself and other.
There she lived until she was 15.
All living things give off radiation, and electronic devices give off small amounts. Payne had been collecting that radiation since she was born, and it had finally reached a boiling point. Getting in a violent fistfight with another patient there because she was convinced that that patient was a demon, she completely lost control. The resulting explosion caused a tsunami that destroyed the beach lines of several countries. Payne survived the explosion, but with severe injuries. She lost consciousness and was close to death. Her parents were out of the country at the time and believed their daughter dead. Payne awoke from her coma several weeks later in a hospital that was on land, with scars from a surgery that implanted a life support system inside her body. Her father stood over her looking grave. When she finally was able to ask her father what had happened, he
answered that she had been in a major nuclear explosion and the only other survivors were those a good
distance away. He also said that her mother was here too, suffering severe radiation burns on her chest, hands, arms, and face(where she had hugged Payne). And the doctors couldn't figure out why. Payne gradually got better, but her mother didn't.
"She's just suffering... You're not going to really be killing her, you'll be relieving her of her burden...
DO IT!"
"DO IT OR WE'LL KILL YOU TOO!"
"KILL HER AND STOP HER SUFFERING!"
"WHAT A HORRIBLE DAUGHTER, LETTING HER MOTHER SUFFER LIKE THAT! YOU BITCH!"
"DO IT!" And Payne had killed her mother.
She was horrified at what she had done, but too confused, disoriented, and emotional to think straight. Payne was just about ready to cut her head open in a last-ditch attempt to get rid of the horrible voices. The swarm of doctors who rushed to her mother's room when they heard the heart monitor go blank were stricken with disgust and horror at the bloody mess. Payne became frightened when they arrived, afraid they would take her away, for doing something to help her poor mother, so she ran as fast as she could, ignoring how her weak legs bowed under her weight, out of the hospital, and settled in a dark alley to sob her heart out. Alone in a cold and inhospitable world and desperate for money, Payne set aside her pride and spent the next few years working in a gentleman's club. She started to feel frightened and worried when every single one of her clients turned up dead, and was afraid that her past would catch up with her.In her second year working there, she realized what she could do, she had low-level telekinetic control over radioactive elements. Payne finally let go of her past and from then on, her fate was sealed as one of the major terrorist powers of the world.
